Windows settings have brightness, Night light and HDR, but no saturation slider. It lives in the graphics driver or a third-party app. Here are all the options.
Why Windows has no slider
Windows handles color profiles and calibration, while boosting color on the fly is the graphics driver's job. So look for the setting in the NVIDIA, AMD or Intel panel — whichever GPU drives your screen.
Way 1. NVIDIA
NVIDIA Control Panel → Display → Adjust desktop color settings → Use NVIDIA settings → the Digital vibrance slider. The default is 50%. Details in NVIDIA digital vibrance.
Way 2. AMD Radeon
AMD Software: Adrenalin Edition → Display → turn on Custom Color → the Saturation slider (default 100). Details in saturation on AMD.
Way 3. Intel
Intel Graphics Command Center → Display → Color → the Saturation slider. On laptops with two GPUs the screen is usually driven by Intel, so this is where to change it. Details in saturation on Intel.

If colors are still dull

Can I increase saturation without the driver?
Yes, with a color filter from a third-party app: DisplayTune uses one on GPUs where the driver does not expose saturation.
Saturation resets after a reboot — what can I do?
Usually another app or a driver update overwrites it. Enable autostart in DisplayTune and your profile is applied at every Windows sign-in.
Where is saturation on a laptop with two GPUs?
On the GPU the screen is connected to — usually the integrated Intel or AMD. The dedicated GPU panel may not show the slider.
